Our Mission
The mission of IHR is to provide a continuum of quality recovery based mental health and substance abuse services ranging from education and prevention through treatment and aftercare for residents of Livingston County.
Our goal is to treat our residents on an outpatient basis, keeping them out of mental hospitals and in the least restrictive environment. These are your programs, supported by your tax money, and hopefully this brochure will better acquaint you with the services available to you.
In June 1968, at a county election, the voters of Livingston County approved the mental health referendum on the first try by a vote of 5,331 yes ballots to 1,687 no ballots. Planning began and the new Livingston County Mental Health Board hired its first director and organized the mental health center in February 1969. By late 1973, IHR was established as the not-for-profit corporation you are familiar with today.
Today, IHR is serving an average of 1,400 people per year in its mental health and substance abuse programs. Admissions to state hospitals have dropped from 80 per year to 4. Both mental health and substance abuse problems are being treated as close to home as possible and Livingston County has demonstrated that it would provide quality care for its residents.
IHR is nationally accredited by CARF, the Rehabilitation Accreditation Commission and is licensed by the Illinois Department of Human Services in both the Office of Alcohol and Substance Abuse for its substance abuse programs as well as by the Office of Mental Health for its Medicaid counseling programs.

844-6109. According to the Illinois Mental Health Code, any minor 12 years of
age or older may be seen for outpatient counseling for 5 sessions without
parental consent or knowledge (Article V, Section 3-501).
The center is open five days per week, Monday through Friday. Hours are Monday
through Wednesday—9:00 a.m. to 8:00 p.m.; Thursday and Friday—9:00 a.m. to 5:00
p.m. Additional Hours by Appointment.
